1995 volvo 850 EGR valve problem

hello once again. On my other 850 I had the diagnostics checked and it came back with a stuck EGR valve. So i figured what the hell, i took off the egr valve, soaked it overnight in some carb cleaner, and i cleaned the hell out of it. where i hook the vacuum line up to i took an air compressor and shot air down that spout. Now is where im a little confused. I can suck on the stem of it feel the valve opening(or closing). Here is the twist, i can also blow air through it and its coming from those 4 tiny holes right in the middle where the diaphram is. Did i fix this issue or screw up the entire EGR valve??

to be honest i have no idea...when i had a bad egr on my 95 i just went and spen $35 @ the junk yard and for a 96 ecu with no egr. left my system in tact but i got rid of the CEL because the 96 didnt use EGR....worked for me...

How exactly do i do that?? not sure where the ECU is and will that cause the car to also stop surging?? and i just leave the egr valve and vacuum lines in place?

Here is exactly what i have done so far. My vehicle has been surging so i did the diagnostics, p0402 came up. i took out the egr valve cleaned the hell out of it and while cleaning it im sure i messed it up. Luckily i have a spare engine, so i yanked the EGR valve out of that one cleaned it soaked it, cleaned the hole where the throttle body is, and buttoned everyhing back up. When the vehicle heats up, it surges noticeably. when i unplug the top vacuum line that runs to that sensor on the fan shroud i get great suction. when i unplug the bottom one that runs to the egr valve the vehicle stops surging and there is no suction or air blowing out of it. Anybody ever have this issue?? and what did they do to fix it?? any suggestions will be greatly appreciated.

my car wasnt surging so I'm not 100% sure it will fix that...however from what im told...if you upgrade to the 96+ ecu you dont have EGR system @ all, so the ECU is not looking for it. meaning worse case you could just plug up all the EGR holes and call it a day and you shouldn't have any issues. i tried several times to clean my EGr and it kept coming back with the code i finally gave up and got a 96 ecu and all my worries are fixed. the ECU is in the small black box on the passenger side of the car. if its a turbo 850 the codes on the top should end in 072....thats the one u need.

Most of the codes related to EGR are for low flow and are caused by a dirty valve and the hole through the intake manifold being clogged up. Yours is for excessive flow and you have already cleaned everything up.

This leads me to believe the culprit is likely the EGR controller itself that is at fault. Trace the semi rigid vacuum line back to the controller. As I recall it is on the radiator shroud.

thank you guys very much. im going to try to swap out the controller from my other 95 850 and see if that does the job. also is this a reason i might have smoke coming from my dipstick? a mechanic friend told me it was. thank you again
