I don't know if it is related, but I didn't have any lock/unlock features on my hatch. I took the paneling off and discovered that the harness connector that hooked to it was coming loose and I simply connected it further into it's mate. All has been well since. I am not sure if it was seated correctly or not, but if it was fully disconnected, there is a great possibility that the latch and lock wouldn't work since it is controlled electrically. I don't think that you'll be able to get to it at all without the hatch being open. You might even want to visit a junk yard to see if they have a replacement panel in case you have to literally cut your paneling off to get to the hatch mechanism. Good Luck.
