Keith, I have the same problem with my 850 '96. I ended up replacing the unit with a used part that cost $175 instead of $400 (dealer price. I tried so many diff. things, the only thing that can help it moving if you jump the black box under the seat called MFT seat module directly from the battery....be careful that when you jump this unit be sure that you have fuse in line.
