Sounds like my problem "89 Volvo Overdrive Problem" and it was the overdrive relay. I got the part at a junk yard and put it in myself. The dealer quoted me $68 for the part, I got it for $5. Easy to put in, took out the glove box and it was clipped just to the left. Its a small white box. My Volvo is an 89 240 auto but I think the problem is common in many older volvos, including the 7series. Good luck
