I have used electrical contact cleaner on the most stubborn brake dust build up that you could only take off by scrathing your rims with a screwdriver. you have to be exstremely carefull not to get any on parts of the rim that are not covered by the buildup.you spray it on a rag and then quickly rub it on the area because it evaporates.you will get the feeling of how to do it most effeciently once you start.if you are scared about damaging your rim than try it on a part that isn't too visible but take my word for it, it works.
