Several problems have existed w/ this circuit over the years. The OD relay develops a cracked board in it. That's under the Dash and costs ~ $35. The second cause is the OD solenoid itself. It gets a high resistance and won't pull on. It mounts on the transmission and is best replaced w/ the car on a lift. Being very careful to clean the surfaces and repkace the "O" rings. Try the relay first.
