Did you follow the steering wheel re-attaching procedure as shown in the bottom of the 1st picture above? It is critical to do the 2 bolts up in the correct order. Alright. I figured out the horn was not causing the issue. Its likely the abs module. I bought another abs module. I swapped it out. Turned the key to accessory. Nothing weird. Started the car. Again, I was wrong. It was not the abs module. Still buggin along. Tomorrow I will go buy a new volt meter so I can test the fuse box.

I tested all aspects of the ABS. Not the issue. Tested the headlights. Not the issue. I do however remember the seller telling me the speed sensor on the back of the transmission was causing cluster issues. Maybe Ill try that. I do have the new part. The area is difficult to get to though.
