Mount one tire on the XC70 and if it clears the calipers then you are good. I run 15's on my S60 with no issues. The car lists 16 inch as the required. No real issues with rubbing on standard 195 sized tires.

For the c30 could it be an intake vacuum leak/torn connection between the maf to the throttle. My na s70 did this when the tube broke down. Ran great cold and sputtered/faltered when hot.

Engine is cranking but cranking is weak. Not enough power to start the engine. I would say that battery is almost flat since odometer & trip readout is blank(------). '99 & '00 needs a healthy battery voltage to start and run since they have DIS(distributorless) system. 11.9v is flat batter...

Grabbed a starter and a power steering unit from a pic n save. Will swap them into my car for certainty on condition. Came from a low km car with beautifully clean power steering fluid.
