There is more than enough gunk in there to account for the throttle plate to jam or stick. I am certain that you could clean it and I would expect the throttle body to work fine after that. Perhaps, after the O2 replacements, the system saw the oxygen level more accurately and had a greater need to ...

Chris... you May be able to sort this by going to one of the several Volvo web store sites, entering your VIN, and pulling your part numbers there.
