Often over looked failure of a fuel pump is the fuel filter. They get a bit clogged, the pump has to work harder and burns out faster. Always do them together unless you've replaced it recently.

I tell SWMBO the story of the fuel pump I changed in a BMW with 20k on the clock. "No start, no fuel pressure, amp signature was wacky as all getup. Asked my new lead tech if he knew a secret way to change a fuel pump whitout spilling gas in the car. He said be careful... turns out the best way...

Double check that the fans are doing the same thing under other circumstances first. Drive until the car is warmed up fully then let it idel. The fans should cycle to cool the coolant. If they do the same thing you're on the right track. Although, without looking up the wiring and logic I'm not 100%...

If the pads are the culprit, they will move in the bracket and you should be able to make them click. Without hardware between the pads and brackets, it's possible 20+ years has worn grooves that allows them to click. I wish I was close to you so I could look at it and confirm. I've seen quite a few cars with hide-a-key boxes somewhere on them at the shop. I guess that's an option for a nonchipped key.
