In that case I'd replace the thermostat and the ETS that lives right under it.

Figured it out. I sent a datalog to the tuner and he saw something in the boost circuit that is not right. He said O2 looks great. So I wanted to close out this thread with what ended up being the problem. After spending way way too much time going down different rabbit holes with no success, I threw in the towel and took the car in to a indy shop for diagnosis. The mechanic drove it with both ECU's and couldn't really explain ...

N-95 mask. Effective enough against Covid and all of its mutations / variants. Cheap Simple Non- invasive Non-permanent No side effects. Could have been quickly and easily dispersed a year ago without waiting or refrigeration. Seems to have worked in Asian countries, but we LOVE our pills and needles.

A search this morning on worldwide Covid case rates does not seem to show a correlation between people being vaccinated and reduction in over all cases. Side note : According to the Mayo Clinic, 70% of Americans take at least 1 med a day. For folks like me ( 65+ ) it's up to 4 a day.
We did not used to live like this. And most of the world still doesn't. So all I can come to is " Follow the Money ".
