The driver air bag deployed while parked, beginning to move. Ignition wiring to key has been reconnected from hot wires. Did the sip short out and can I disengage the air bags ?

Well, that particular one should be disengaged by now. This is ery steange, though. The seat integrated Sips bags from 95 to 97 or 98 were detonation powered, you cannot disengage them, but they will only go off if the starter is hit in an accident.
