When I had my S70, the trunk side panel was pulled out, at the top, and I simply would reach in, and pull the electric actuator by hand... EVERY fill up.

Litens belt tensioner on closeout on Rockauto
I bought this too, only $36! Litens is supposed to be OE supplier. Unlike the picture, the pulley is the pressed steel with the seam in the middle.
