I don’t think my ‘96 850 had VVT, and they introduced them on the intake side first in later models. In any case, a VVT solenoid is electric and shouldn’t be wet, but the sprocket it acts on is all metal, is this what you cleaned?

Yeah P0017 is bank 1 (intake/front) camshaft does not swing by it’s hall sensor when the ECU predicts it should. This could be the crankshaft being off +- 1 or 2 teeth or the same for the intake cam. You have to follow the cam timing procedure precisely on VVt cars, it is not just as simple as aligning the marks.

Any codes present or check engine light? You should use Throttle body cleaner and use caution not to allow it to run into the electronics. did you install new o rings on all the injectors and apply lube ?
try spraying brake cleaner around the seals at idle to check for leaks.

Its timing related, not necessarily timing belt, can be caused by old/wrong engine oil , dirty oil filter, causing the vvt response to lag. If you have vida you can run the cvvt response test, it will tel you if its lagging, responding too slow. I did it on mine and it failed the test, a simple oil ...
