The hood release cable pulls on the drivers side first, and from that latch to the passengers side. Easy/maybe fix; spray lube inside both latch mechanisms. it's weird that the passenger side pops, but the driver doesn't because the driver unlocks the passenger side after being actuated.
Maybe you have the rubber bump stop too high, or - as Sveedy suggests - clean and relube it.

There are 2 shown for a 98 turbo engine. A long one which is for the one from the top RH of the radiator and the shorter one is from the top of the thermostat cover to the coolant header tank. I have struggled with this too. Even after adjusting the latches and with plenty of lube, mine would still only pop one side. This is super common. Mine did it too. I ended up putting a furniture pad under the square rubber bump stop on the driver's side to give it a little more height. Worked like a charm and I haven't had to do the pull, lift, pull thing anymore.

It should be full of fluid but it is squeezable when the car is idling or not too hot. After a long hard run it should be hard to squeeze with two fingers

Top of the radiator is traditional test of coolant temperature.

Most replacement thermostats should come with the rubber gasket. AS to which one to use, the reason there are options is based on the climate where you live.
