Wheel bearing will whir much more when the front end is steered away from the bad bearing. Try this at about 35 mph

Bad PEM more likely imho.

You need a oscilloscope to troubleshoot the PEM, or risk $25-30 on eBay swap

Both the interior lights and locks are controlled by 2/76 lock controller logic module
