Ive dunked my Nissan 4HP four times into salt water - once had to retrieve it in 10 feet by diving, attaching and winching it up.

It still runs great.

You will often find voltage at the load side of a disconnected fuse because of cross feed from loads with ballast resistors , diodes, etc on other circuits. Have a look at the caliper slide pins and make sure the calipers arent getting stuck.
