It's alternator or voltage regulator...but first...use digital multimeter and measure alternator output directly on it. (+)probe on b+ terminal and (-) probe on alternator housing. Healthy charging system should read 13.8-14.2v at idle with headlights,radio and heater blower up to 2nd speed. Driving...

Sips airbags will not work.

'98 have mechanical sips airbags where '99+ have srs system controlled sips airbags.

I can't comment on the pipe / hose since I don't have SAS. But stuff a rag or something in that turbo. IF any thing happened to drop into there.....

I removed the Oetiker clamp but left the hose in place, it's like petrified rubber, if there's such a thing. There is no way that hose will come off clamp or no clamp. I was able to replace the exhaust seal by moving things aside, put everything back together, started it up and took a 1/2 hour test ...
