I my state, all too often, a tire is considered worn if the cord is showing more than 1/4 the way around. Really, I see this a lot. Avoid Oklahoma in your travels.

Follow up: The extra screws held the rear edge on the of the front belly pan and are concealed by the rear cover. When I dropped the rear pan, the error of my ways became clear. All restored.

If you had the plugs out when you tried to turn the engine, you are likely correct.

Re: Changing out the Fuel filter
The fuel manifold is the shiny straight tube in the center of xheart's photo. The fuel bleed valve is in the tiny blue cap on the right end of the manifold. The manifold may have plastic cover (Item 4). But you should not need to remove this cover.
