I don't see that anyone suggested using a 'Left Hand' drill bit which will help to reverse the broken stud when the bit cuts. These are generally available where broken bolt extractors are sold.

My 1975 245 had a similar looking part that rusted out soon after I purchased the car about 1990. The replacement came from Volvo dealer and was called pressure damper.

I replaced the engine harness on my 1983 240 many years ago. I tried to work from one end to the other as much as that is possible. Do a good wash down before you start. Alternator brushes, Thermostat, coil, rotor and cap, brake pads and hoses, brake flush, bulbs if you don't want to worry about them failing while driving.

It may be your DIM is failing. The only other issue as the symptoms like speedo dropping out could be the DIM is failing with age and temperature which is not uncommon at this age. The speedo can also drop out because of ABS issues, but then I'd expect the ABS light to come on. Apologies, but my No...
