I found out that the A/C compressor needed to be replaced. Once it was replaced and charged, fan operation returned to normal.

Do you know if the CTS (Coolant Temp Sensor) is an original Volvo item or an aftermarket one? Its screwed in the thermostat housing. I bought the entire housing aftermarket.
