'98 just needs a 9166200, new or used.
No PIN needed, but it does have to be
set up by a shop with the right gear.

That won't work for your 98.
Your best bet is VOL-FCR on an old PC laptop; your second best bet is a standalone, quality OBD II code reader. There are also some pretty good apps you can use with your phone but I am not up on those.
