i have a volvo 340 gle 1.7 (E) 1988. the revs keep dropping and rising and i can't do anything to stop it can any one help

Although I am not familiar with this model the usual cause of irratic idle is a dirty idle air control motor or dirty thottle body. I would suggest that you clean both of these with an appropriate cleaner. Other areas that could cause this problem are dirty injectors (but this will usually effect drivability and power), ignition (spark plugs & wires), vacuum leaks.
