rear license plate location

Question only a really picky person would ask...We bought an '04 S40 a few weeks ago and took it to the dealer today to have the holes filled where the front license plate bracket was - which we don't need in PA. At the same time we asked them to relocate the rear license plate so it is inside the license plate area. Currently it's mounted a few inches low so it overlaps the depression by a few inches and leaves a blank area at the top, which we think looks dumb. We noticed other Volvos in the past few weeks and their plates are inside the plate area. Our dealer said it's because it's not possible on an S40 to position the plate higher even tho' there is room in the flat area.

Does everyone with an S40 have the same low-rider plate? If not, how is yours mounted? Any suggestions? Thanks, Lynne
