Volvo 960 311 Fault Code Topic is solved

First of all, I have a flashing orange arrow on my dashboard. My winter/sport/economy buttons are flashing back and forth. I checked for fault codes and got #311. Your list claims its a "RPM signal from transmission missing." What exactly does that mean and is it an easy repair?
