I have a 1988 Volvo 240 with 170,000 miles. It has two engine problems which I think may be related. The primary problem is occasional difficult starting. About 60% of the time it must be cranked for five to ten seconds with the accelerator pushed, as if starting a flooded carburetor model (it has LH Jetronic). Then, of course, it blows black smoke when it starts (it never fails to start). Other times, it starts immediately, like new, without the accelerator pushed. The secondary problem is a momentary engine cut-off and an immediate rev up to normal rpm

Ken, difficult problem because you have replaced the two most common causes. Several other items I would check, there is a chance the injectors may be very dirty and allowing fuel to "leak" into the cylinders. This will cause a stmptom similar to a flooded engine. You can try some comercial injector cleaner, following there directions and it may work, if they are very dirty it may require them to be removed and overhauled.

As for the cut-out, I can speak from experiences with my 700's which also use the LH system, these had problems with the ignition amplifier which would cause a problem similar to the one you describe, although I have to say I am not 100% sure the LH systems used on the 200 series are the same as the 700 series.
