How does Turbo overboost happen

I have a 94 850 turbo. Recently I've been getting overboost codes. I installed a gauge and under every condition I could think of, 7lbs is the most it pulls. Is it possible that it's getting a reading from a sensor that is bad?

Just in case any one was suffering the same doom as my car with an overboost problem at 7lbs of boost. Heres where the problem lies. I changed the cam positioning sensor, and rear oxygen senor, because I had those code, but the problem didn't go away. I spoke with Oliver at speed tuning usa. He suggested the MAF was acting up. He said when they put cold air intakes on the turbo trucks, sometimes the MAF goes bad. He didn't know why, but said it happens. I fixed a cold air intake (as seen on this site) to my car just prior to everything going south. Well, he was correct. The new MAF solved the problem.
