1987 740 Turbo not starting

First off, I have a question about the ignition on this car. This is a friends car, I don't know much about it. Is this a standard distributor style ignition, with a rotor, that needs some kind of 'timing' from the motor? The reason I ask is because the 'distributor' is lose. I can move it freely in both directions. I'm assuming this is bad if it's the type of distributor I'm thinking it should be.

So, onto the main problem. He said when he was driving it that it felt like it was 'sort of cutting out'. Now, it won't start. I'm thinking fuel, but when I read about the Tach showing 0 when you try to start it, thread, I'm wondering if it's not ignition. The unfortunate part is the guy is pretty much broke, so it's sitting out in the work parking lot, which means I have to bring tools to it, and that's sort of rough. I don't know what I should check out first. I'm going to see if the fuel pump will get fuel to it by trying to start it a few times and then remove a spark plug to see if I can smell gas or not. Past that, I'm sort of lost. Any ideas would be appreciated.

Just did a quick check... when we try to start it, the tach moves just a small amount, not even up to 500, but it does twitch some, as does the turbo gauge. If that helps. Also, we just tried putting the ignition to the on position to see if fuel was the problem. Left it there for a good 2 minutes or more, no start. Turned it off, did it again, no start. While the motor was cranking, I leaned down and took a wiff of the exhaust, smells like gas to me. Seems like it's probably getting fuel. Any ideas?
