850 Climate Control

I need some help. I have Volvo 850, 97 with climate control. My heat and air-condition work fine, but when I set climate control to blow on floor panel no air comes form holes under my dash board. Please help.

I found that my actuator might be bad. Does anybody know what is it and where is it located. How much does it cost?
