95 850 Cooling porblems - fan does not appear to come on

Hi,
I have cooling sysstem problems. Whenever I park the car the I get seepage from the lower expansion tank hose. When this is happening releasing the pressure from the expansion tank cap will make the radiator boil!
I have never noticed the cooling fan come on.
Is this the likely problem?
How can I make the cooling fan come on to check it? Should the cooling fan come on when I turn on the A/c?

I have replaced the thermostat (2 weeks ago) and radiator (c/over 15 months ago).
Please help

It sounds like the expansion tank hose needs to be clamped tighter. Also, as for the fan, an occasional problem is failure of the fan control relay, which would certainly cause the fan to come on. It doesn't come on when the A/C is turned on really. It usually comes on when you're stopped to help increase airflow through the radiator.
