850 instrument lighting

When I turn the lights on in my 1993 volvo 850, the gauges on the dash (spedometer, tach, gas gauge) light up fine, and so do most buttons on the radio, but the auto climate controls will not light up and neither will the lights on the shifter. Is this just a light bulb issue?
