S70 Whirring/Moaning Noise (Power Steering Pump?)

I have a 1999 S70 with 60K. I heard a strange whirring/moaning noise indicative of low power steering fluid. Sure enough, the reservoir was low. It looked like the hose was loose/slow leak so I tightened and refilled. It's not leaking anymore but the strange noise hasn't gone away. I checked the belts; theyre tight (should I replace the belts first?) Do I need a new PS pump? I know the dealer wan'ts approx $900 for a new PS pump, and then told me the rack may need replacing as well. Any suggestions??? Thanks!
