Just bought a 99 V70 GLT.
One day later, the tailgate latch doesn't hold.
I saw the latch was recalled in 2000 V70's.
Any idea how to fix or where to buy a replacement
cheaply?

it may just need to be adjusted.
there are two Torx 40 screws holding the catch. loosen them, and slide the catch toward the bumper a few millimeters- tighten them and see if that works. don't go too far, though, or you'll get the dreaded tailgate rattle.
