1994 Volvo 850 turbo Electrical

I have a strange electrical problem. The heater/airconditioning, radio, cigar lighter, and stop lamps quit working after some electrial smoke. All of the fuses are good except there is no voltage to three of the fuses. I have examined most of the wires under the dash and see no problems. My guess is a relay of some sort - any help would be appreciated.";

Hate to tell you, but sounds like a dealer thing to me...don't know to many indy mechanics who would tackle this one.
