I have made it past the restoration of the major things and I am down to the AC now.
I checked the pressure on the AC low side and it was over 100psi. I did not ever get the clutch to engage at all by using the controls. I removed the relay under the hood and put a jumper in to bypass the relay. Voila, the clutch engages and the AC runs. A recheck ion the low pressure side, showed about 38psi. I examined the relay, and it does not appear to be defective, as I can energize it manually with a power supply. I saw te voltages change with the activity of the on/off of the control switch.
Although the clutch was engaged, it did not appear to produce very cold air.
Since I have had awesome advice on restoring this baby to a useable car again, and I LOVE IT! does anyone have any suggestions for me.
One other thing. I can turn the car off and remove the key with everything in place as normal, and the blower still runs. Is this normal?
any clues would be greatly appreciated.

No thats not normal. You need to also be able to read the high pressure side to be able to diagnose the AC properly. Jumpers make a closed circuit open so your ECC unit is not sending the message to turn on the compressor. That or your pressure sensor.
