power steering pump noise 1996 S40

For the past year whenever the engine is running a whirring sound has been coming from what seems to be the power steering pump on my 1996 S40. A local mechanic said that the pump was on its way out.The odd thing is that the steering and fluid levels have been fine during this time. Last week I replaced the unit with a recon, and to my horror the noise was still there. I am beginning to wonder if it could be the alternator, anyone else had this prob
