If I use rtv, it's only on the pump side of the gasket to keep it in place during install. Keeps you from having to clean it from the block next time. You can add coolant after the pump is installed before the belt is on. It should leak, if you have one, as the air will have a place to escape. I usu...

I bought a URO elbow the other day, mine was torn. It connects a pcv hose assembly to the air box snorkel. I'd pull the glovebox bulb until you find a fix for it staying on. It's a known issue so take it out of the equation. The only thing I can think of for a fuse to have a voltage drop of near battery voltage is if the fuse is blown. Power on one side, ground on the other and nothing connecting them......

Sounds like you have a parasitic draw. JimBee is correct, anything after the decimal is mA. If it's been a constant issue your battery could be weak beyond repair. Not that I'm doubting what you're posting but generic P1354 in Google comes up as a vvt issue and p1358 in Google comes up as cylinder 2. Check inside the boot of the coil. I've had the metal piece on the end of the spring fall off unnoticed. With that missing, the spark has to jump twice and will give those codes.

Boot and spring sets are cheap, I recommend them when doing plugs.

It sounds to me like you have bad windings in your blower motor. The copper wires wrapped around the spinny ma-thing that make it spin. Those wires are dipped in a resin so they don't actually touch. You want to do drain and fills so you can see what comes out of the sump. There might be a fair amount of crud first time; do not freak.
