Sadly the head is definitely an issue, possibly the block as well. And my thought was since I’m going to have an intake vvt plugged in then I shouldn’t have a CEL because that’s all the way 1999 has anyway. Then I’ll just have exhaust vvt that isn’t plugged in

While both cars are controlled by ME7 engine management, the later ECU would not be plug-and-play in your car. It would require a custom tune to make things work.
