I replaced the IAC unit and the problem has resolved. I bought a cheap aftermarket one since the Volvo one is 150$. Kept my old one just in case, but it seems fine now.

Yes I removed the IAC valve and soaked it with throttle body cleaner for 5 mins. Cleaned it out with lots of q tips and brushed off the outside with an old toothbrush. I sprayed inside the tb and cleaned it a bit. I’m thinking may need to replace the IAC valve as it seems to still be getting stuck. ...

It used to show 2.5k rpms at 75mph now it’s close to 3k. Pretty sure the car is a 5 speed 4 cylinder turbo. I will check for the idle air control valve thanks!

I didn’t get any codes back from my OBD2 reader. I gave it a try the other day and it started up fine first and second try, but I don’t feel secure in driving it without getting it checked out. Must be something with the air to fuel ratio causing it to struggle starting.

That is likely the case, although the fan only kicks on when I turn the ignition off completely. It turns off when ignition is on. It looks like it is connected and couldn’t see corrosion but looked like some spots on the outside of the connector. I’m assuming this is the OEM part which is now 15 ye...
