When I was messing with water cooled VW's (30 years ago) I was setting total timing (with vacuum disconnected) to 30 degrees BTDC at 3000 RPM.
I could def get my car running tbh, Ive learned enough but she would run on "safe settings"
Far from optimal, sadly I don't have a dyno nearby...
