Car suffers loss of power going up hills, or just starting out. Any suggestions?

2 things - my car seems to be underpowered, just had new engine with 60000 miles put in but no problem with engine, had problem prior to this and - anyone ever notice in window where time/temp is displayed the word d15c or disk or something like that?
