Follow up 4/8/2024: I narrowed it down to the wiper linkage and replaced it. Due to the age of the vehicle OEM was not an option. I decided to order PROFESSIONAL PARTS SWEDEN from RockAuto. Surprisingly everything fit pretty well. The only thing I noticed was where the wiper motor bolts to the link...

Just another thought - all battery connections are good and tight. I will double check the negative battery cable to make sure I'm getting a good ground, and clean it off with sandpaper.

I received the part today from FCP Euro and installed it. No luck, but I can now consistently move the key past position III, which I couldn't do in the past. I'm always seeing dash lights and can hear the fuel pump. I'm sure that broken plastic bit in the ignition switch was part of the problem but...
