but i'd start with a wiring harness inspection.
Clean and re-seat connectors.
get your hands on wiring harness, rodent damage is always possible.

the upper flange, or pre cat, is far less likely to fail unless its the flex pipe weld. ft cat flange fails all the time, either weld or get a flange repair coupler.
