If the OBD2 is reading the correct ECT temperature then we can eliminate a lot of the remainder of the system. May be an issue with the cluster itself as opposed to the remainder of the car if the car reads the correct data when checking OBD2. That was my next thought, I'll source a new instrument ...

If you leave the car sitting for say 15 minutes at 20C does the gauge go to zero or stay at its constant position? Does your radiator fan engage when it sits at 3/4 or does it cycle normally?
