It is almost impossible to fill using an automatic nozzle-it shuts off even at the lowest fill rate. Anyone else having this problem?

I recently rebuilt the engine and have had fits with vvt codes. Now the intake is responding to the solenoid, but the exhaust vvt is showing 0 degrees on the scan tool no matter what the output to the vvt solenoid is. I have several questions: 1.
