I believe the fuse box is the problem. I removed the connector for 11/2_C:12 and there's still continuity with ground on that pin on the fusebox side. I've already ordered a replacement passenger fuse box and will update if it worked once it's installed

Wanted to post an update and I think I may have found the wire that is causing the issue. The 11B/6 Fuse is connected directly to the Hazard warning flasher switch. I found this thread because my 2004 Volvo V40 is also having the same issue. it's the same model as yours but the wagon version.
