After much head scratching and taking things apart to find the fault a friend suggested putting it on the ground and giving it a try. Worked like a charm. Park is working fine. Maybe it has to do with having both wheels off the ground?

I apologize for the typos, I should have edited. Car shifts fine, but park position does not lock wheels.
