After much head scratching and taking things apart to find the fault a friend suggested putting it on the ground and giving it a try. Worked like a charm. Park is working fine. Maybe it has to do with having both wheels off the ground?
Just happy to be out from under the car.

So I just went through the torture of replacing the steering rack on my 2004 v70 2.4 NA. As I'm lightly tightening lugs nuts the wheels is spinning and I know something is off. When I was removing the rack I fought what I think is the shift cable that runs just underneath where the steering coupler ...
