Thanks for the suggestions, David. Yes, I used the Volvo specific tool for locking the camshafts. Timing marks line up with the cover notches. Torqued the center bolts to spec. Will work on checking the relative pulley to camshaft position.

Also incidentally, the original booster vacuum switch came apart while I was doing my initial work (turbo, engine seals, etc). Replaced with a new one:

Replaced the exhaust solenoid and cleared trouble codes no change. Still getting P0017 and P0340.

At this point I'm thinking I'll just have to dig deeper into the cam position sensor circuit. Got my hands on a wiring diagram/manual, and I have a friend who is more electrically savvy than I who has ...

No oil clogs. Gaskets and screens looked good. Both solenoids were pretty clean.
Tested both solenoids, and the exhaust one wouldn’t trigger consistently. When it did fire, it was sluggish. I’ve ordered a replacement—will take about a week to arrive. Will update once I install it.

I haven't yet checked the solenoids. If the rain ever lets up, I'll pull the solenoids, clean and test them, and report back.

From cold, it idles at roughly 1500, and it feels pretty good. Then it drops down to 650-700 rpm and feels rough.
