Have you checked your oil level? Mine will whine like that when the oil gets low. Especially when it is cold. Clears right up when I top it off.

Had the same problem on a recent used Volvo purchase. Turned out to be as simple as a blown fuse.

Replaced it and all is well.

If you haven't checked that, go there first.
