Because Skype was using port 80, itn't couldn't start.
Stopped Skype from running, and VIDA was up running.

Yes, you Can easally replace the lower part of the lamps, without changing the upper part.

I did it too. :D I mounted the classic DIM gauges. It was fairly easy to do. With any out problems. Put the needles with help off GPS guidance from my iPhone, warm engine and with a full fuel tank.
